The City of Fulton is a rural community of about 12,000 people, centrally located between Kansas City and St. Louis. Fulton, the county seat of Callaway County, is internationally known for its institutions of higher education, including William Woods University, and Westminster College, where the Winston Churchill Memorial and Library invites visitors to investigate this noted statesman and his famous Iron Curtain speech. Downtown Fulton brings a historic charm with its cobblestone streets, period street lighting and century-aged brick buildings containing a mix of retail, office and residential uses.

The City of Fulton was designated a DREAM community in the fall of 2008, with an emphasis on improving the organizational capacity and building upon the City’s historic destination status. Work on individual task items began in 2009.
